I heard you can make other Riders in linerider 2, is this possible, if so are there any downloadable ones?

This si true, but you CANNOT download other riders. You get the ability to put two riders (max), after getting enough coins, and earning it (by doing story mode). The only four riders you can have are: Bosh, Bailey, Chaz, and Classic Bosh.

Yes, there are, there is a folder where the character graphics are, and you can download someones image, and replace the file, for eg. Replace bailey with a stick figure rider, whenever you use bailey it will be the stick figure.
