Lost livestream rights? Empty Lost livestream rights?

I logged on to my procaster account (0Vermillion0) and realized that I never had streaming rights on that account. So then I logged on to my old account (pipoh2). I noticed that I lost streaming rights.
First of all, what happened?
Second of all, can I have streaming rights on 0Vermillion0?
