there is now no reason to not switch to twitch.tv for the livestream

Sorry for the wait. I was pissed off and needed some time away. Thanks for respecting that, chugs. If you have any input/advice in how I go about this, please let me know.

Current plan of attack:
- get a new staff gmail
- use it to create a wrtl twitch account
- test stream with OBS and make sure it all works
- customize twitch account/page
- make new how to stream/permissions request thread
- "paperwork" - change links to the stream, lock old threads, etc
- figure out how to embed twitch chat on wrtl
- figure out how to embed twitch stream on wrtl
- start adding people to the list of broadcasters

I'm glad the whole community is behind trying to work out a twitch stream because when I tried to stream using twitch it was a hellish time of me ending up never figuring out how to reduce lag enough for it to be practical
