EDIT: I'd explain my reasons, but it would be too long of one, and a debate would arise where the majority of the active members would explain why this version isn't necessary. I already know why you want a 30 fps LR, and it's either A) Your pc is so slow, you get around 30 fps, or most likely B) Your recording program can't do 40 fps, and you want to smooth it out. Both you can work around.

I'll explain why a 30fps LR based on the current engine is pointless. The current engine needs to update at 40Hz - it's not a matter of changing values and updating it at 30Hz, that won't work with existing tracks.
One way to solve this is to just have the game internally update more than one frame for every rendered and interpolate in between frames to get a reasonably smooth playback. I think this is a good idea, however there's a lot of resistance from people who want to "see every frame". IMO this is a stupid reason because everyone's videos get cut to 30fps when they get uploaded to YouTube and no one complains about not seeing every frame.
However, that's with the exception of one video. Take a look at this: https://www.youtube.com/watch?v=RqONzEXEMjg in 360p. That's 30fps and it's not that amazing. Switch it to 240p and you'll find the smoothest Line Rider recording on all of YouTube - it's one of the few videos on YouTube that has a framerate of 40fps. That's why it's better to run at 40fps - it's so much smoother!

What you do is just put the track in slow motion, which slows it down to 5fps (the fps meter doesn't show that, but take my word on it). Then you use a video editor (or even your capture program if it supports it) to speed up the resulting video by 8x (equivalent to 800% speed, 12.5% duration or 5fps record/40fps playback) to make it look like 40fps.
